Overview

Work with County staff to draft a resolution for the Board to consider initiating, on its own, an amendment to the zoning map of approximately 55.31 acres, currently identified as GPINs 7595-63-4137, 7595-52-9785,7595-62-1147, 7595-52-6983, and 7595-52-7248; and currently addressed as 11480, 11500, 11520, 11530, and 11540 Nokesville Road. The proposed resolution should initiate a zoning map amendment for these properties from A-1, Agricultural, to PBD, Planned Business District, implemented with the O(H), Office High-Rise, and M-2, Light Industrial, zoning districts. Because this is a Board-initiated zoning map amendment, there will not be any proffer conditions, including any restriction on already permitted by-right uses. However, I think Board consideration of such an amendment will help facilitate potential development on these properties that is more agreeable to the community and property owners than what has been previously proposed. The County Executive is directed to work with County staff to bring this resolution to the Board for consideration at its September 1, 2026, meeting. The County Executive is directed to bring back any appropriate recommendations for the Board’s consideration at that time. Such recommendations should, where applicable, include timelines, fiscal impacts, and other pertinent impacts for Board consideration. Because this would be a Board-initiated zoning map amendment and there would not be an applicant to pay the applicable fees and costs of the application, the fiscal impacts should include a separate resolution for Board consideration to budget and appropriate sufficient funds to the Planning Office to cover the costs associated with processing the zoning map amendment, including, but not limited to, newspaper advertising, adjacent property owner notices, signage, staff processing costs, and consultant service to prepare any required studies and other documents. The County Attorney’s Office is directed to review the proposed resolution and any staff recommendations for any legal issues.
