Closure of Coal Ash Ponds at Dominion's Possum Point Power Station

Overview
Staff was directed to continue reviewing any information provided by Dominion and the Virginia Department of Environmental Quality (DEQ) regarding the closure of the coal ash ponds at Possum Point Power Station and update the Board on the status of the closure process as appropriate. Under the 2019 State legislation, Dominion is responsible for determining how it will close the coal ash ponds at Possum Point, subject to State approval of a solid waste permit and in compliance with its existing water discharge permit and its agreement with this Board. When Dominion files its required solid waste permit application with DEQ, staff was directed to review the application and draft comments to DEQ for the Board’s consideration, including comments provided by the task force on these issues. If it is determined that a consultant is needed to assist in reviewing and commenting on the application, staff was directed to return to the Board with a proposal and cost estimate for its consideration. Staff was directed to work with Dominion and DEQ, including, but not limited to, helping coordinate and facilitate the timely distribution of information to the community on the closure of the coal ash ponds and the community’s ability to provide input and comments to Dominion and DEQ.
