Becoming a Responding Party to SCC Transmission Line Matter
Overview
Dominion Energy is working on preliminary maps for the Morrisville – Wishing Star 500 & 230 Kilovolt (kV) Project, which covers Fauquier, Prince William, and Loudoun Counties. Concerns are that the transmission line and easements may have significant impacts on County-owned property and services. When Dominion Energy files its application with the State Corporation Commission, I would like the County to be in a position to file as a responding party. The County Executive is directed to work with staff to review the proposed map, identify areas where the line could impact County owned property and services, and identify any staff concerns with the proposed line. In addition, the County Attorney is directed to begin exploring engaging with outside legal counsel, to review the viability of the County’s position as a responding party, and the costs associated with such action, to include the costs of outside counsel, expert witnesses, and other litigation expenses in this unique area of the law. The County Executive and County Attorney should then provide the Board with any recommendations, to include timelines, fiscal impacts, and other pertinent impacts for Board consideration.
