Overview

The County Executive is directed to work with staff to review the Prince William County Code Sec. 32-250.42, other relevant provisions of the County Code, and the Design and Construction Standards Manual (DCSM) in conjunction with the County’s authority under Virginia Code Section 15.2-961.1 for the establishment of a tree canopy fund. This review should also consider other provisions with a conservation-first focus and a framework that balances development flexibility with environmental protection. The County Executive is directed to bring back any appropriate recommendations for the Board’s consideration. Such recommendations should, where applicable, include timelines, fiscal impacts, and other pertinent impacts for Board consideration. The County Attorney’s Office is directed to review the information and recommendations to ensure legal compliance. When the research and work are complete, the County Executive should report back to the Board with their analysis and recommendations during a Board meeting or by memorandum, as they determine appropriate. Any recommendations for a tree canopy fund will focus on funding mechanisms authorized under Virginia Code § 15.2-961.1 and associated development-related tree canopy requirements, rather than the use of general County revenue.
