Expanded Senior Programming Capacity

Overview
County staff is currently exploring the acquisition of land for a new Potomac Library and Woodbridge Senior Center. This effort follows the 2022 study that identified the need for new library and senior center facilities and recommended co-locating the two uses on the same site. Once incorporated into the approved Capital Improvement Program (CIP), it is anticipated that design and construction of the new facilities could take approximately five years. In the interim, the existing Woodbridge Senior Center has limitations that constrain the County’s ability to expand programming and services to meet the needs of seniors in the community. Supervisor LaCroix would like to direct the County Executive to have the Department of Facilities and Fleet Management and the Prince William Area Agency on Aging jointly review and evaluate near term opportunities to expand senior programming capacity in Woodbridge and/or eastern Prince William County while the County works toward development of the permanent facility. The staff evaluation should include viable opportunities for leased, shared-use, or other supplemental programming space and should provide recommendations regarding the types of programs or services that could reasonably be accommodated at each location. The evaluation should also identify estimated costs, including lease or facility costs; any necessary improvements; additional staffing and operating requirements; transportation or accessibility considerations; potential funding sources; implementation timelines; and any other considerations necessary for the Board to evaluate the options. The intent of this directive is not to relocate all programming from the existing Woodbridge Senior Center, but rather to identify opportunities to supplement the existing facility, expand available programming capacity, and reduce the current reliance on its limited space until a permanent facility is completed. The County Attorney’s Office is directed to review the information and recommendations for any legal issues. When the research and work are complete, the County Executive should report back to the Board with the findings and recommendations during a Board meeting or by memorandum, as appropriate.
