Land Conservation - 11215 Aden Road

Overview
The 544 acre tract of land located at 11215 Aden Road, directly adjacent to Bristow Station Battlefield, is currently under contract for purchase by a non-profit land conservation entity, American Battlefield Trust. The property was part of the ore battlefield during the Battles of Kettle Run in 1862 and Bristoe Station in 1863 and was recommended for protection in the County's 2016 Bristow Station / Kettle Run Preservation Study. The land is 75% forested, providing numerous environmental benefits as well. The purchase amount is $16,000,000, based on an appraisal. Upon purchase, the non-profit intends to transfer the property to the County to be added to the 395 acres of protected historic property currently owned, entitled, or under contract by the County. The purchaser is pursuing an $8,000,000 federal grant, which requires a 50% match of $8,000,000 in non-federal funds. It aligns with numerous Comprehensive Plan goals. The County Executive was directed to explore options for raising $8,000,000 in matching funds for the acquisition of 11215 Aden Road. Options may include State grants and low interest loans, other private sources, and/or County funds. The County Executive is directed to bring back recommendations for the Board's consideration. Such recommendations should, where applicable, include timelines, fiscal impacts, and other pertinent impacts for Board consideration. The County Attorney's Office is directed to review the information and recommendations for any legal issues. When the research and work is complete, the County Executive should report back to the Board with their analysis and recommendations during a Board meeting or by memorandum, as they determine is appropriate.
