Mike Pennington Scenario-Based Training Center

Overview
At the March 4, 2025, meeting, the Board issued DIR 25-07 directing staff to review the Memoranda of Agreement with the incorporated towns regarding use of the Mike Pennington Scenario-Based Training Center and to evaluate options for absorbing the facility use costs within the Police Department’s proposed budget. The County Executive responded to Dir 25-07 and explained that if the Board desires to eliminate the Scenario-Based Training Center costs to the towns, a directive should be issued to move forward with new agreements. Therefore, staff are issued the following Directive: The County Executive is directed to work with County staff to prepare amended Memoranda of Agreement between the Prince William County Police Department and the incorporated towns of Prince William County for the use of the Mike Pennington Scenario-Based Training Center. The amended agreements shall remove the established user fees, thereby eliminating the costs to the towns, and be re-executed with each participating town. The County Executive shall ensure that the amended agreements reflect the benefits and obligations under other agreements between the County and the towns, and that the agreements are consistent with the Police Department’s proposed budget. The County Attorney’s Office is directed to review the amended agreements and provide legal guidance prior to Board consideration and execution.
