Planning Status and Plan of Zoning Ordinance

Overview

At the end of 2022, the Board took a major step forward in approving the 2040 Comprehensive Plan. Any successful plan requires implementation to execute its items. As we are approaching four years since the passage of the Comprehensive Plan, it is imperative that we change our zoning code to execute the modern, mixed-use, livable, and walkable communities envisioned in the Plan. What’s more, where Planning staff have outlined a three-year timeline for the Zoning Ordinance Update, we must hit our milestones to stay on track with this deliverable. Outlined in the Strategic Plan, Smart Growth section update given to the Board on September 16, 2025, ‘research on best practices and the assessment of our current zoning ordinance’ were designated as “Year 1 Activities”. Completion of these activities should have been completed in June of 2026. So that the Board has insight into where staff are currently, the County Executive is directed to work with staff to: • Present a status update from Planning on all ZTA’s, County-wide CPA’s, the Zoning Ordinance Updates, and the draft batching schedule for the Zoning Ordinance updates and estimated timelines for presentations to the Board, Planning Commission, and other Boards and Committees. • Additionally, it is directed to further instruct staff to, as they go through this process of batching through the various Boards and Committees, include Board and Committee members' feedback as appendices to ensure their feedback is captured, but not to start from scratch based on the feedback of our Boards and Committees. Rather, take the information the Planning Department created to the Board, with the Board's and Committees’ feedback attached, noting whether Planning Staff recommends the items contained in the appendices. This provides transparency in the process and allows the Board to be the final arbiter of changes or not, as well as moves the process along. The County Executive is directed to schedule this information for a Board agenda for the work session on July 14th, 2026.
